Effective and Equitable Service Delivery
Locally anchored decisions help to improve the effectiveness and quality of public services as they are based on local realties and people’s different needs.
SALAR international’s work to improve service delivery across a range of public sector services, such as education, waste management and urban planning, as well as administrative services to citizens.
It also includes support to law-making and financing mechanisms, the transfer of competences and the creation of inter-municipal cooperation, as well as capacity development of all actors involved.
Together with the legal framework, rights-based designed service delivery promotes equality and equity. But it also increases the inclusion of local populations into the political process, and leads to innovation in how services are delivered, meeting needs better and saving costs.
By unlocking the economic potential through improved conditions for education, health and employment opportunities, it also drives economic growth and poverty reduction on the local level.
Effective and inclusive service delivery requires not only the legal framework and civic participation but also suitable governance frameworks and the budgetary responsibilities for designing and improving the respective services.

Advancing functional decentralisation in Bosnia and Herzegovina
Bosnia and Herzegovina’s (BiH) two Associations of Municipalities and Cities (AMCs) play a central role in the country’s complex political environment. In this collaboration project, SALAR supports the two associations to have a positive impact by strengthening them to implement core mandates and strategic plans in a sustainable and effective way.

Tunisia is not ranking as high as it would like in the human development index. The Tunisia Local Governance Project (TLGP) is in place to improve conditions by helping Tunisian local governments perform better in terms of accountability, efficiency and services responding to citizens’ needs.

The project “Sustainable and inclusive service delivery at local level” helps preparing Serbian local authorities to adjust to EU standards and regulations by improving conditions for services delivery by enabling local dialogue and improving public administration.

PROSTO Support to Services Accessibility in Ukraine
The project focuses on supporting municipalities (hromadas) in the establishment and modernization of Administrative Service Centers (ACSs) to improve citizens’ access to services on local level. The project is implemented between July 2021 and January 2024, and builds on SALARs experiences working with U-LEAD with Europe.
